Most tech CEOs copy the structural form of delegation without the deliberate cultural investment that makes it work. The CEO always has the power to centralize or delegate. The existence proofs (Bezos, Hastings, Marquet) are leaders who deliberately chose to distribute authority and invested in the cultural substrate (missionary culture, leadership principles, kaizen) that sustains it under pressure. Most tech CEOs copy the appearance of delegation without that substrate. This is the Spotify illusion: isomorphic mimicry operating at the level of delegation itself, not just governance structure.
