Directive governance in tech is a mechanistic-organic hybrid cargo cult. The hierarchy, formal procedures, and top-down decision-making are mechanistic (Burns & Stalker, 1961). The “innovation labs,” hackathons, and autonomous-team branding are organic decoration. The combination is the cargo cult pattern: adopting the visible rituals of decentralization without changing the underlying decision architecture.
