Upward communication processes designed for management without consulting contributors are dead on arrival. When the people who must do the communicating have no input into how the process works, the process reflects management’s assumptions about what information matters and how it should flow. Those assumptions are usually wrong. The result is a process that serves the consumer (management) at the expense of the producer (engineers), ensuring minimal compliance and maximum resentment.
